How do Wormhole's patches interact with meteorites, tiles and civ cards?
The designer ruled on patches expanding biomass and the civ card.

Tech level 5 lets a patch destroy a meteorite (it is removed, not collected; the rulebook describes this as a game-end placement); before that you cannot place one on a meteorite. Level 2 patches placed on a tile can add biomass terrain there to help expand an area. A civ card moving all trackers to level 5 does move the biomass tracker to the top. Tech level 3 gives two patches, once per round.
