Is rover movement shared across rovers, and when can I spend it?
The designer said movement is spendable at any time and optional; the rulebook allows splitting.

It is one pool of squares per turn. Split it between rovers as you like, spend it before or after your tile, and use as little as you wish. It exists only after your rover tracker advances onto a number, so you cannot move rovers before the movement is gained.
