When do Republic's tech level 2 and 5 civ options apply?
The designer confirmed the level 5 timing; level 2 follows the rulebook example.

Level 5 looks at all remaining civ cards after every player's last turn, and you use the card at once or at scoring depending on its type. Level 2 adds one card from the next rank to your choices when you claim a civ milestone, as in the rulebook example.
