Yes, you lose a tech ability while your tracker sits below its level, and regain it by advancing back. This overrides the rulebook's wording that unlocked tech lasts for the rest of the game. Nothing else is lost. Players relay that biomass patches already set aside stay set aside, while new patches must be placed at once until the tech returns.
