Can I advance a track first to avoid placing the meteorite on my tile?
The designer answered this, and the rulebook says meteorites are placed immediately.

No. The meteorite goes on its symbol the moment the tile is placed, before any tracker moves. You can choose the order of advances, but a later advance such as tech level 5 cannot undo a meteorite that is already placed.
