How does Flux Industries tech level 1 rover movement work?
The designer described it as a per-round pool spendable at any time.

Each round, you gain two movement for every rover starting on terrain of the flux track. It joins one pool with any other movement that round, which can be spent on any rover, so one rover can stay put while another uses the points.
