How do I build and shuffle the event deck?
The designer said the chosen deck is shuffled together, in line with the rulebook.

Pick 20 cards, which you may weight toward harsher or friendlier colours, then shuffle them all together. Do not stack by colour. Remove cards marked solo-only if playing multiplayer.
