What if an event can't be carried out or would end the game?
The rulebook says events must be executed if possible and ignored when they alone would trigger the end.

Ignore it and play on. Events are executed only if possible, and an event or restriction solely responsible for ending the game is ignored. If an event's placement restriction leaves you no legal spot, ignore the restriction and place normally. Effects last only the turn the card is drawn.
