When I reach a civ milestone, can I take a card from a lower rank?
The designer confirmed the rank restriction and the rulebook states it.

No. You pick from the cards of the rank you reached, unless a corporation ability says otherwise. Setup places one more card than the number of players in each rank so everyone still has a choice.
