How does the civ card that moves all trackers to level 5 work?

Each tracker that has not yet reached the fifth space above zero moves up to it; the zero space does not count. Trackers already beyond it stay put. Players report you jump straight there without collecting benefits on the way. The original 2020 plan of six positions was reduced to five for the final printing.
