Is starting loyalty chosen openly, and can it be changed before play begins?

The rulebook has players set their dials one at a time, clockwise from a random player, and the last to choose takes the first turn. It does not say the choice is hidden, but players generally treat it as open, since the order would not matter otherwise. After that, loyalty changes by playing a patriot or taking a prize of another coalition.
