Can I play extra court cards to exceed the limit on purpose and discard a spied-on card?
Several experienced players agree on this and nothing in the rulebook contradicts it; there is no official ruling.

Yes. You may exceed the court limit during your turn, and cleanup then makes you discard down to it, letting you choose which cards go. This is the way to dump a card carrying enemy spies.
