No. The Waterfall is a basic site that joins the Basic Sites only in 4 and 5 player games; with fewer players it goes back in the box. A 4-5 player first trail therefore has seven tiles (five basic, the Waterfall, one advanced) and a 2-3 player trail starts with six.
