Pay 1 Water to take the action of another site occupied by a Hiker (including your own Hiker). The occupying Hiker doesn't move. You must have a site to copy, so you cannot visit the River if nobody else is on a site. You can copy advanced sites too, and a copied Photo action also gains the Camera.
