The rulebook defines majority as having the most cards, with the two-card lead reserved for 2 players.

In a game of 3 or more players, yes: if nobody has more cards of that colour than you, even one card is a majority and is flipped to score 1. In a 2-player game you need at least two more cards than your opponent.
