A Forsaken city's card goes to the Game End area and you draw a replacement before continuing to step 3. If the Package 6 pile that a rule sticker has you draw from has no Infection cards left, take the bottom card of the Infection deck as normal. Only Infection cards come from that pile, never Player cards.
