Is there a limit on how many Supply cubes a city or haven can hold?
The rulebook text answers this directly.
No. You can place any number of cubes on a location when supplying the grid or using Deliver Supplies, and havens count as locations too. Population only limits how many cubes a Produce Supplies card adds.
