How do I set up an objective with an unknown target city?

Take every City card the objective lists out of the Player deck, put one at random face down under the objective without looking, and shuffle the rest back in before you deal hands and split the deck for Escalation cards. This happens during step 1 of setup as you resolve Legacy cards, not when you take an action.
