The rulebook gives one unit per player who played plus one more if every objective was completed. Unused units are lost and can't be saved. Funding is a separate track: it only changes how many Event cards you add next time. Some forum players count characters rather than people, which differs from the rulebook's wording only when one player runs two characters.
