Can I complete a Disrupt Trial objective by stopping only some of the trial cities?

Usually yes. You need an active team in at least one trial city, every city you have a team in is disrupted in that single action, and the uncovered cities become Exposed. Doing it piecemeal over several turns doesn't work, since the objective resolves when you take the action.
