Does the Army Doctor asset make me take the new Symptom cards and then discard them?
Unclear. The designer endorsed a table ruling of drawing the Symptom cards first and then returning them, but the later errata for the Red Army Doctor (a different, Soviet-alias ability) says not to take new Symptoms at all. Both end with no Symptoms; the difference is only whether you briefly have to shed a non-Symptom card for the hand limit. If you want certainty, use the errata's no-draw reading.
