With Typhus, can the Rural Doctor treat a red cube in his city and an adjacent city for one action?
Only if each red cube is alone in its city. If the red cube he removes is in a city with 2 or more red cubes, it needs 2 Treat actions in one turn, in the adjacent city as well; two actions then let him remove both.
