Panamax
Can I load a ship that is still in a Waiting zone?

Not directly. Move it to an adjacent loading zone first (as part of loading), then load it; for a national contract that must be the zone matching its flag. Any player's ships in the waiting zone, including opponents' and neutral ships, may be moved and loaded this way if your cargo fits.
