Where can a die loaded with a Stevedore card go?
A publisher said a contract die must match its zone while a warehouse die may go anywhere.

A die from an incomplete country contract must go on a ship in that country's zone (generic contracts allow any zone). The Stevedore's free value-2 die from the warehouse or pool may go on any ship in any loading zone. The extra load can also be used on a ship already loaded this turn.
