A publisher confirmed the ship is free to place or to keep off the board.

You may place it in a loading zone at no cost and without using an action, even before it carries cargo, or keep it off the board as part of your assets. To load a die on it you must first put it in the loading zone matching your contract. Only one die per ship can be loaded during setup.
