Can I load two dice onto the same ship in one turn?
A publisher said a Stevedore card can load onto the same ship twice, and the rulebook states the exception.

Normally no: only one die per ship (or the Rail table) per action. A Stevedore card or a clipboard free action is a separate action and lets you load again on that ship, and the Passenger extra load still obeys the limit. The limit is per action, not per whole turn.
