Can I load cargo when I have no dice left?
A publisher confirmed that no dice means no load.

No. Your nine dice are your company's limited containers, so with none left in the Warehouse or Dice Pool you can't take a new contract or load more. Dice already sitting on your contracts can still be loaded. Paying to move a die from the contract side to the movement side is the usual workaround.
