Must I use all my movement points, and in what order?
The designer and a publisher both said to do as much movement as possible, and the rulebook agrees.
Move ships in any order and spend every point if a valid move exists. If you truly cannot spend the rest, do as much as you can and the turn then ends; the rulebook asks you to check carefully that the movement really cannot be completed. Any ship that is eligible to move may be moved, regardless of owner.
