How many incomplete contracts can I hold at the end of my turn?
A publisher stated the limit directly, and it matches the rulebook.

At most two, including the setup contract, counted at the end of your turn. During your turn you may take a third contract as long as your loads leave you with two or fewer incomplete ones when the turn ends.
