Can a ship move from one loading zone to another?
The designer said a ship in a country zone cannot move into the adjacent one.

No. Once in a loading zone a ship stays there until it enters the canal; a designer confirmed a ship in a national zone cannot move to the adjacent one. Only ships in the Waiting zone move freely into a loading zone. Loading zones have no limit on the number of ships.
