Once ships are grouped in a lock, can I split them or reorder them?
A publisher said groups can't be separated or reordered until a lake or the exit.

No. A group moves together from lock to lock until it reaches a lake or leaves the canal, and only in the lakes (or open water) can it be reorganized. The Culebra Cut follows the same rules as the locks.
