What happens when I earn a fourth flag of the same nation?

You can keep taking flags, but a fourth or later flag of a nation gives no free action. Only the first three of a nation count for bonuses and military income; extra flags count only for end-game Financial Advisor scoring. Flags are a limited component (11 per nation).
