Can an executive load action put dice straight from the warehouse onto ships?
The rulebook describes loading through contract cards, with warehouse loading only via clipboard bonuses.

No. Under the normal load action, dice reach ships through a contract card. Only a Stevedore card or the clipboard free actions load straight from the warehouse or pool.
