How do I set up the decks for the first game with modules A and B?

Cards are sorted by the symbol in the top-right corner, not by level. Decks 1 to 4 and the relevant part of 5 are always used, plus the two lettered modules for the scenario. Shuffle the People, Dreams and Ideas decks separately, put the module mission cards on the night board, and place the Tent idea on the workbench. There is no fixed card order beyond the rulebook's setup.
