What are the card slots on the bottom of the discard board for?

They hold cards that remain in play until resolved, such as waiting cards or cards that tell you to move to a slot. Level 1 does not use them; Module E starts with four cards there. Waiting cards are not shuffled into any deck and are available immediately, though they usually need a help action to use.
