Can I craft tools at any time, or only with a craft symbol?

Only through a craft symbol, such as the campfire cards' craft option, never at night. You must meet its requirements and pay the resources and tools, and some campfires grant one craft while others grant two. Discovering a new idea is a different action from the craft icon.
