Yes. Food, wood, stone, tool tokens and cards are all limited by the components, so you cannot craft or gain more once the supply is empty (for example, 5 spears and 2 healing roots). A player can free a token by using one, such as eating a root. The designer called this a clarification, not a new rule. There is no per-human or per-group limit on how many tools you hold, only the tokens available.
