Do Townsfolk and Outsider discards get reshuffled, and does adding promo cards matter?
The designer said to add promo cards to the decks, and the rulebook says discards are not reshuffled.

Discards are not reshuffled; the decks are limited but not meant to run out. When you add promo Townsfolk or Outsiders, simply shuffle them into the matching deck without removing other cards.
