The rulebook gives 2 Workers per Paladin, 4 per Tavern card and a carry-over of up to 3.

2 from your Paladin plus 4 from your Tavern card, plus anything you carried over from passing last round (up to 3), so normally up to 9. Workers gained later in the round can push you above that.
