Among legal spaces at or below its attribute, it takes the highest priority: Free Recruit, Pay a Debt (only if it has an unpaid one), Pray, Gain 2 Workers, Gain 1 Worker, Gain 2 Silver, Remove 1 Suspicion. Ties go to the left-most. It doesn't use 3/4-player spaces. If none are available it uses its fallback action.
