What does the solo AI do when it cannot carry out the action on its Scheme card?
The designer ruled the AI cycles through targets and falls back to its top-left track, matching the Scheme Cards section.

It does not place Workers on that action. First it looks for another legal target by moving right (wrapping around, and trying the sixth Outsider before wrapping). Only if nothing qualifies does it take the left-most available top-left action (Recruit, Pray, Trade, Conspire, Rest). This also applies when it lacks Workers, attributes or open spaces, or when all spaces for Commission or Garrison are blocked.
