The designer confirmed 7 of each action, and the rulebook's Important Rule adds that Attack has no limit.

Yes: at most 7 each of Commission, Fortify, Garrison, Absolve and Convert, since you only have 7 pieces or card spaces for each. Attack has no limit. Pray can let you repeat an action within a round but never exceed the cap.
