Can I place fewer Workers than an action needs and finish it later?
The designer said all right-side actions require the maximum number of Workers.

No. Right-side actions need their full set of Workers when you take them; only Hunt, Trade and Recruit allow one Worker or two. Once placed, an action's strength is fixed, so you cannot add a second Worker later to upgrade Hunt, Trade or Recruit.
