Where can I put a Workshop when I Develop?
The Develop section lets you move the left-most Workshop to any right-side action space.

On any open dashed box around the two left Worker spaces of a right-side action, not just the leftmost, and regardless of the colour beneath. You then gain the Worker shown where the Workshop sat.
