The designer repeatedly ruled that all effects are mandatory when they can be resolved.

Yes. If you take an action you must take every reward and penalty you can, Townsfolk abilities included. If a reward is impossible (for example removing Suspicion when you have none) you still take the action and just skip that part, which also lets you occupy a space purely to block others.
