In an Epic game, do the Tanner or Synthetic Alien stop minor teams like the Blob from winning?

No, not by themselves. The Tanner, Synthetic Alien and Mad Scientist have priority win conditions that can override other teams, but minor teams such as the Blob can still win unless one of those roles interferes with their win. For example, the Alien rulebook only makes the alien and village teams lose when the Synthetic Alien dies.
