Can a skill pay for itself with the dice it gives, and is cost paid before or after rolling?
The rulebook says spent dice are discarded and then the effect occurs.

No — you pay with dice you already rolled (after the roll) and then receive what the skill gives you. Cost dice go to the supply, and any dice a skill adds are for that encounter only.
