Do potion cards count against my item or skill limit, and can I identify the same type twice?
The rulebook says the same potion cannot be identified twice, and potions sit under the Turn Reference.

Potions never count against item or skill slots, and you can identify each potion type only once — a duplicate must be taken as an item, skill or XP and gives no extra token. There is no limit on how many different types you identify, but a potion card cannot be converted to XP.
