Does discarding cards change when a round ends?
The rulebook ends play by empty hands rather than cards placed.

No — a round continues until every hand is empty, so discarding (even playing zero cards in a turn) doesn't shorten it. Each player selects 2 cards per turn, 5 turns per round, whether or not they place them.
