He must be in your Available Service. Rotate service first, then decide what to do with him; if he is in Servants' Quarters or Expended Service, spend 3 reputation or use the Servants' Quarters tile to bring him in. The one-time removal takes him out of the game. His prestige-lowering ability is decided at the Host Activity step and mainly lets you host above your reputation; at the Village Fair a special action can make him available. His renovation discount works on market and reserve tiles alike but never reduces a tile to £0.
